Philly is turning to civil prosecution – and mobile cameras – to fight its illegal dumping problem

The incident resulted in a $10,700 fine that included the cost of clean-up. The case came after City Council strengthened laws around illegal dumping and the Streets Department expanded its camera surveillance program to aid its investigations.
